Bidding Opportunities
ADVERTISEMENT FOR BIDDERS MULLICA TOWNSHIP SEALED BIDS for the Construction of an Individual Sewage Disposal System at the Mullica Township Recreation Complex in Mullica Township, Atlantic County, New Jersey, will be received at the Municipal Clerk's Office, Mullica Township Municipal Building, P.O. Box 317, 4528 White Horse Pike, Elwood, NJ until 10:00 AM prevailing time, on the date of March 31, 2010 at which time they will be publicly opened and read.
Bids must be made on standard proposal forms in the manner designated by the Specifications and the Instructions to Bidders. The scope of work generally consists of soil erosion and sediment control; clearing of the work area; disposal of materials cleared; construction of the individual sewage disposal system, and any incidentals thereto.
Contract documents may be examined and obtained starting on March 1, 2010 and may be examined at the Township Engineer's Office, Marathon Engineering & Environmental Services, Inc., 2922 Atlantic Avenue, Suite 3A, Atlantic City, New Jersey (609) 437-2100 and may be examined but not obtained at the Municipal Clerk's Office. A deposit of $100.00 per set will be required which will not be refunded.
Each bid must state the name and address of the person, firm and corporation interested in same as principal. Bids must be submitted in an opaque sealed envelope addressed to the Township Clerk, Township of Mullica, PO Box 317 Elwood, New Jersey and identified as Individual Sewage Disposal System Construction.
The Mayor, Township Committee and its Solicitor will be the sole discretionary body for consideration and rejection of bids. Bid security in the form of a certified treasurer's or cashier's check or Bid Bond in the amount of 10% of the bid amount not to exceed $20,000 is required and should be made payable to Mullica Township along with consent of surety and non collusion affidavit.
Successful Bidder must furnish a 100 percent Performance Bond and 100 percent Payment Bond issued by a surety satisfactory to the Township. Bidders are required to comply with the requirements of Section 1 of P.L.1977, c.33 (C.52:25-24.2) requiring submission of a statement of corporate ownership; the provisions of P.L.1975, c.127 (C.10:5-31 et seq.) concerning equal employment opportunity and affirmative action; the provisions of P.L. 1963, c.150. regarding prevailing wage rates. In addition, Bidder must comply with "The Public Works Contractor Registration Act" N.J.S.A 34:11-56.48 et seq. The provisions of the New Jersey Business Registration requirements shall be adhered to on this project. Pursuant to Ch. 271 , P.L. 2005 the "Pay to Play Legislation" Contractor is advised of the responsibility to file an annual disclosure statement on political contributions with the New Jersey Enforcement Commission pursuant to N.J.S.A 19:44A-20.27. It is the contractor's responsibility to determine if filing is necessary. Additional information on this requirement is available from ELEC at 888-313-3532 or at www.elec.state.nj.us.
No Bidder may withdraw or modify his bid for 60 days after the actual date of opening of bids. Any bid may be withdrawn prior to the scheduled time for the opening of Bids. Bids received after the time and date designated shall not be considered. Bidding shall be in conformance with applicable requirements of N.J.S.A. 40A:11.1, et seq. pertaining to Local Public Contract Laws. Construction shall commence at the project site within 14 calendar days after the date to be specified in the written Notice to Proceed by the Engineer and shall be completed within 30 calendar days from the date the written Notice to Proceed is given unless otherwise agreed to.
The Township of Mullica, Atlantic County, New Jersey, reserves the right to consider the bids for up to sixty (60) days and also reserves the right to reject any or all bids which will best suit its needs and is in accordance with the project budget. The Township of Mullica reserves the right to consider and reject any or all bids pursuant to N.J.S.A. 40A:11-1, et seq., 40A:11-32 and 40A:11-6.1 and any other applicable law. The Township of Mullica also reserves the right to waive any informality in any bid or to award in such a manner as shall be, in the judgment of the Township of Mullica, deemed in the best interests of the Township, all in conformity with the laws of the State of New Jersey.
